Ready to start E-Kabinet; Ministers must get agendas online

Bhopal (Madhya Pradesh): Madhya Pradesh will start an e-cabinet on the pattern of Telangana. The e-cabinet will work online. Chief Secretary Veera Rana held a meeting with the officials on Thursday to discuss the preparations for the e-Cabinet.

Agenda for e-cabinet is sent to ministers online. The proposals that will be submitted to the cabinet will be requested online from various departments. Tips about the proposals to be submitted to the cabinet from the Ministry of Finance, among others, will also be looked up online. If a minister is unable to attend a cabinet meeting in Bhopal, he can do so virtually from where he will be but his agenda must be available online. Once the e-cabinet starts, the government will not take any action on the paper version of anything.

The departments are currently preparing proposals and making 50 copies of those proposals and sending them to the cabinet. The Chief Secretary brings the issues – to be placed before the Cabinet – to the attention of the Chief Minister and prepares a hard copy of the agenda accordingly. The summary of proposals from all departments is placed after the index of the agenda. It is then sent to the Prime Minister, ministers, CS and to the officials of the CM Secretariat. Once the e-cabinet starts, the paper version of the agenda will no longer be sent anywhere.

According to sources, there is a problem in maintaining secrecy in the e-cabinet system. The issue was raised during the meeting held by the chief secretary with the officials. Most ministers do not work on computers. Their personal assistants do it. The cabinet’s agenda must be kept secret. According to the rules, no one, except the minister concerned, should be aware of this. As soon as the e-cabinet starts, the minister’s staff will know which agenda must be submitted to the cabinet.
